12/14/2005 - DESIGN CHARRETTE
A PLAN FOR THE FUTURE OF CHURCHVILLE
Something exciting is happening in Churchville. The Village Board has retained services from the Rochester Regional Community Design Center (RRCDC). This not for profit center has a core group of professional urban and and city planners who guide a community on design issues relative to local environment. A recent term is "smart growth."
What is unique about RRCDC is that they have introduced a fairly new concept - a Charrette. A Charrette is an intensive, participatory planning process that brings together residents of the Village, Town and community stakeholders to observe and share ideas about our community. This process will eventually create a community consensus on a vision for the future. A comprehensive plan for the Village of Churchville will be incorporated into the larger Village-Town Comprehensive Plan.
Our Charrette is planned for May 5 & 6, 2006. The steering committee, chaired by Trustee Nancy Steedman, has started the momentum and agenda for this fun and exciting event. Get involved - plan our future. Check the Village Calendar for Community Development Steering Committee Meeting Dates.
You will be hearing and reading more about the Charrette process in the near future. From start to finish we have a nine month window, aggressive but a vital time to determine our future and who we are as a community.
Please contact the Village Office for more information.

4/13/2005 - Broadband Services Coming to Churchville
New Visions and the Village of Churchville Sign Agreement to Offer Broadband Services over the Powerlines
Syracuse, N.Y., March 15, 2005
New Visions PLC, LLC and the Villageof Churchville, N.Y. have signed an agreement whereas New Visions will utilize the Villages electric grid to offer affordable high-speed broadband services to Churchville residents and businesses. The agreement was approved unanimously at a recent Village board meeting. The technology works by using the existing power lines to bring affordable broadband service into homes and businesses. Broadband over the powerlines is the next generation in high speed Internet access and can bring broadband to virtually any place that has electrical power.
We are extremely excited to work with the Villageof Churchville, stated Carmen N. Branca, Jr. President of New Visions. Affordable high-speed Internet access will improve the economic productivity and offer life-enhancing applications, such as remote medical diagnostics, security monitoring, voice services and the ability to work at home more effectively. Customers will be amazed at the speed, low cost and reliability of BPL, as well as its ease of use.
For Internet and telephone users, New Visions service offers:
· Always on affordable high-speed internet and telephone service
· No tying up your telephone line for internet use
· Upload & download speeds at affordable prices
· Truly plug & play installation within minutes
· All with no need to add any in-home wiring
We look forward to have the opportunity to work with New Visions and provide our constituents with the newest generation of broadband services, said Nancy Steedman, trustee for the Village of Churchville. This service is revolutionary as Churchville will be one of the first communities in New YorkStateto utilize this advanced technology over our existing powerlines.
Donald R. Ehrmentraut, Mayor of the Villageof Churchvillesaid, On behalf of the Villageof Churchville Boardof Trustees, I would like to thank New Visions for bringing this new technology to our Village. We feel this project is an important step in the improvement of the overall quality of life and economic development of our Village. This communication application is truly a quantum leap in bringing value-added amenities to our Village. We view this agreement as a win-win situation for our constituents and the Village. Our residents will have access to affordable high-speed Internet and telephone service and New Visions will pay the Village a percentage of the revenue. Along with our low electric rates, this new infrastructure will make the Village an attractive place to live and do business.
Information about the new service and availability will be mailed to Churchville residents in their May utility bill. Installation is expected to begin this summer and customers will be able to utilize this new service shortly thereafter.
3/23/2005 - Update with Refuse
NOTICE TO ALL RESIDENTS REFUSE PICKUP
Refuse collection negotiations between the Town of Riga and Monroe County have not proceeded as planned. As a result, the Town Board informed the Village that the contract will not be in place by April 1, although they are hopeful that it will be signed shortly after that date.
As a result, the Village of Churchville Board of Trustees was able to negotiate a month-to-month contract with Waste Management to continue UNINTERRUPTED SERVICE to Village residents. However, this necessitates billing residents for the service as previously done until the Town and County negotiations are complete.
3/2/2005 - Water Update
In early 2005 the Monroe County Water Authority leased the Village water system. All bills are received from them and all bills are paid directly to them. Call them at 442-7200 with any questions.
12/2/2004 -
LEASE OF VILLAGE OWNED
WATER SYSTEM
For the past several years, the Village Board has addressed the issue of having the Monroe County Water Authority take over our infrastructure and bill for drinking water. The Board is proud of the system we have, its efficiency and minimal debt. The DPW crew has done a great job in providing this service to the community for the past 80 years, but it is time to move on. For the budget year 2005-2006, the Board has decided to move forward with this plan. Listed below, in no particular order, are the reasons for this decision:
· Water billed to each individual home and business in the Village will be less than the Villages current billing structure.
· A water rate increase would be necessary due to ever increasing wholesale cost of water from the Monroe County Water Authority and the ever increasing cost to operate and maintain the system.
· The system faces future cost of system upgrades and security issues.
With these facts, we cant justify our rates when, through consolidation, residents can receive the end product as effectively and at a reduced cost. The Village Board is planning on addressing this issue at the meeting on December 6, 2004. Your comments are welcome.
Don Ehrmentraut, Mayor

1/8/2003 - REGULATIONS - SMALL SWIMMING & WADDING POOLS
Last summer, I had a concern whether small swimming pools with wall heights more that 24" needed to be fenced. A recent advisory opinion from Cheryl A. Fischer Assistant Director for Code Interpretation states that pools have many variations form metal side walls to wider bootoms with inflated edge rings, to variable numer of inflatable tubes on top of one another. Many are under 24" in height, but there are many which have a height of 30" and 36". Most have a filtration and/or chlorination shystem and a ladder. The pools which are over 24" in height meet the definition of swimming pool. There is not provision for a "temporary" swimming pool in the code. Therefore, all such pools that have a wall height more than 24" and less than 46" are required to have swimming pool enclosers in compliance with section 720.1 of the code. If you have any questions, please give me a call at 585-293-3720.

2/1/2002 - UPDATE POWER OUTAGE
As we look back on the storm of January 31 – February 1, we should consider ourselves lucky. The damage to our electric system was very minimal. Our main problem turned out to be wind damage to both ends of Niagara Mohawk’s 34,000 volt transmission line that feeds Churchville. Several poles were blown over south of Churchville and required complete replacements. Niagara Mohawk geared up quickly and on Friday dealt with situations threatening life or property. They requested aid from other utilities and they arrived through the night on Friday.
On Saturday, the line south of the village was rebuilt, mostly by several crews from Massachusetts. At about 9:00 p.m.transmission service was restored to the Churchville sub-station. At that time we were able to start restoring service to the village one section at a time. This is where you can help.
When service is restored after several hours, the load is tremendous which is why it takes so long to power up the whole village. If everyone could just turn off any less necessary items, it would lessen the load and not strain the system so badly. Just turning off some of your electric heat and warming up sections of your house slowly helps a great deal.
Currently, the village phone system is not sophisticated enough to allow us to update the message to indicate the most current information on power outages. We are looking into setting up a different system to handle this. Currently you are able to access the voice mail at the Village Office (293-3720) which gives you phone numbers to call in emergency situations. Please use these numbers only for emergencies.
In closing, I would like to thank everyone for their understanding and cooperation this past weekend. I would also like to thank Niagara Mohawk for their quick response to a daunting task. We owe them a debt of gratitude.

12/17/2001 - Updates to Our Web Site
The online building permit application is now in the development stage. When completed, we will begin the beta phase which will begin to allow use of the application while we work out any bugs there may be.
For those of you who do not know what the building permit application is, I will describe it. This online application will allow Internet users to submit building permit applications over the Internet. You will be issued an account to which you can check on the status of your account at any time. You will be able to view previous building permits as well. After the beta phase we will begin online processing of the permits. You will be able to wait for your permit to be approved, then make a payment, and print out a confirmation code over the Internet.
If this project is successful, we plan to implement an application to take payments for parking tickets and bills from the Village over the Internet as well. More information on this project will be available after the successful completion of the building permit application.
For more information on projects, please click the News Archive link at the bottom of this page to view previous news articles.
